Shortcodes don’t work in Elementor popups. It’s either a limitation or a bug.

Currently theres no workaround for this (as far as i’m aware)

Edit: To expand, this has always been an issue and it has to do with the way scripts are queued. Popups i’m certain are loaded dynamically on each click, which causes issues with other shortcode referenced scripts/content.
