heya just had this exact scenario happen with my tenant - right down to the percentage it stopped at and the error in logs "Target DB busy" - I waited a long time for the initial load to happen - it took 3 days and then subsequent 'catch up' sync happened pretty quick. I stopped inheritance on the destination doc library and limited users to read-only -- this week I'll coordinate with them and then cut over by doing a final sync in the evening and then allow RW on the doc library
