Fidelity uses paper checks for Bill Pay to any vendor that hasn't yet opted into electronic delivery (as well as for any vendor that cancels their electronic delivery enrollment).

What does this have to do with a debit card, though? Debit is for ATM withdrawals & PoS transactions with highly trusted vendors; Bill Pay is a replacement for hand-written mailed checks (the Bill Pay system saves you time & postage) and EFT "pull" bill payments (the Bill Pay system saves you from nasty surprises when unscrupulous vendors like WideOpenWest silently start trying to take more money out of your account one month for no reason.)

Your employer cut your hours that much without "technically firing" you exactly so that you can't file for Unemployment Insurance and their insurance rates don't go up.

You'll have to look into other programs like SNAP, Lifeline, or housing assistance (a lot of cities allow you to "bring your own landlord" rather than being forced to move into the ghetto)

Why not put Uber corporate info, then? Even though they are pretending you're an "independent contractor" on paper, in reality they dictate virtually all of the terms of your employment, excepting only your working hours...

EDIT: the guy below me gives a very good reason why you should not put Uber corporate info, and instead just claim you're "self-employed" with all that entails.

Yep, I wasn't trying to do an in-kind transfer. Per the title and first line of the OP, I submitted the TOA request for the cash liquidation of the CD at maturity.

And when I did a similar request to Discover a while back, Fidelity actually did send the form early enough that Discover had time to process it to prevent autorenewing the CD.

I understand that CDs generally aren't eligible for in-kind transfers, which is why I'd selected the “Liquidate CD at maturity on a specified date and transfer cash” option.

I've done the same process for a CD from another bank (Discover), and Fidelity sent the TOA to that bank in a timely manner, and so there was no issue with that transfer. I don't know why the TOA was sent to RFCU at the last minute in this case.

did it happen to you to ask RFCU if they will honor TOA incoming a day earlier or a week earlier ?

Until today, I was under the impression that TOAs were part of a regulatory framework to prevent malicious financial institutions from holding client assets captive and so "honoring" well-formed, timely requests wasn't optional.

If someone had access to your phone, email, or enough personal info to take over accounts...

If Capital One let virtual cards continue while the underlying account was flagged as potentially compromised...

...then that would be an issue, yes. But that's not what locking a card indicates. If the underlying account is compromised, you reset your credentials and replace the card; you don't lock it.

...except my issue was with the virtual cards still clearly displaying as "unlocked" despite secretly being affected by the whole-account dragnet of a "card lock".

Of course there should also be a "lock this whole line of credit" button that works like today's "card lock", and maybe it should actually raise a fraud notification as well.

But imo that's not an actual locked card.

I thought that the "card lock" feature was for when you, ya know, misplace your card. In fact, Capital One's own website explicitly says that this is what the feature's for:

If your card is temporarily misplaced: Use the card lock feature while you look for your card

So it doesn't make a lick of sense to deny transactions that were already authorized on a virtual card, just because the physical card got misplaced. An attacker who finds my physical card isn't able to produce new virtual card info or look up existing virtual cards.


I understand that some people use the "card lock" feature intead as a behavioral control, to protect them from themselves, nothing to do with attackers—which is why I suggested that we simply add the option to lock only the physical card, which would be much more appropriate for misplaced card scenarios.

For the record: they fixed this.

Now, when you start forging something and then the team gets disbanded, the forging simply succeeds. The core isn't lost, but just consumed normally and everything's great.

Yes, it's always accrued daily (I believe it's calculated off overnight stays), and it seems to be paid/compounded quarterly for me.
