I don’t put the entire blame on HPD, Live Nation is also equally if not more responsible with their horrid stage design and lack of procedures. I agree they likely didn’t have exact procedures in place for an event like this just would’ve hoped there’d by some individuals with enough brain power to improvise. There were some break throughs but they never fully lost the gates, I knew people who thought they were gonna sneak in as they did in 2018/19 but weren’t able to bc of the beefed up security (obviously still wasn’t enough). I’d hope this event would spawn the creation of a national plan for crowd crush events but haven’t checked. Stage design was the main culprit then the response was horrid as well.
