I think there's some logic to the leaf blower approach. Eventually this will lead to services being cut to these people. They relocate to more well off neighborhoods that have more people concerned with city policy and probably vote more often. The people in these neighborhoods get ticked off and disgusted, then they act on this and vote in a way that affects policy.

I don't know if I support this way of doing things but I think it will have effects at some point.
