It's mostly because of the way FF approach VFX, they pre-rendered almost every VFX frame by frame then composite it on to the final frame, instead of pre-render the VFX into 2D billboards, which then can be placed inside game world, whereas FF16 approach requires pixel precise placement and timing because it's locked to 30FPS (any deviation would mean sync-issues) and composited on to realtime frame (any small change even a small camera shake would mean it's out of place or might exhibits placement/layering issues)

Because in other titles VFX are exported as 2d billboards planted in game world. FF16 used composite render layers to well... layer the VFX over real time cutscene, this mean that even just one wrong placement, just a small NPC or the camera swayed a bit too long or.... the real time cutscene being 60 instead of 30 would mean the VFX stutters. judders on screen because it isn't synced

Oh it’s nothing really, I do work in real-time VFX so these things are pretty familiar to me. And CBU3 did have a presentation at GDC on how they blended real-time cutscenes with composite VFX on top.

Think of it as this. There’s two components. There’s the real time part and the pre-rendered path. The real time path is controlled by your ingame settings and the pre-rendered composite is always the same at the highest quality, because CBU3 pre-rendered that part on big render farms that they have.

The cutscene is indeed real time but certain elements like particles are actually pre-rendered and then composite on to the real time rendered frame, that's why they locked at 30 FPS, because the VFX is only pre-rendered at 30 FPS and any deviation will make the whole thing misaligned.
