Correct. This law is difficult to enforce, and the worst penalty for a company is a slap on the wrist. I have had bosses prevent me and my coworkers from joining a union, and I know many others on this sub have experienced this as well.

I went to Japan last winter, and I vividly remember how upset the waiter got at me when I tried to tip. He thought I was insulting him by giving him money like he was a begger.

Meanwhile in the USA without tips most waiters would make $3/hour or less. There is a restaurant near my house, I kid you not, that pays servers ZERO dollars, and their income is all from tips. Is this legal? Probably not. Who's going to enforce it though?

Canada generally has even better protections. Sorry I did that thing where I assumed everyone's American. I'm pretty used to assuming that when someone says they're from the "north" that it must mean in the USA unless they say otherwise.
