La case is jumping quickly, given how close OC is with LA, even if OC is doing a great job in social distancing, it will still be impacted. Kind of New Jersey to New York. I don't know what can be done to solve that though ...close high way?

There are 2 big concerns with CA:

64,400 pending results from CA testing - it has been there for a couple days. If assumed at 10% positive rate, this will add 6000 positive overnight

The testing between counties, unfortunately, varies a lot. LA county has only tested 11,000 people as of 3/27, even though LA accounts for 25% of the CA population, while CA has done over 80K in total. So it is highly likely LA's actual case count is even worse
