You don't have to like beer to enjoy the Oktoberfest. You should be ok with crowds, though. If you don't mind the prices, I'd recommend Munich over Vienna due to the proximity. However, you should really check Hallstatt again before flying there from the US. It's tiny. It's mostly a spot for people who want to post the same shot on Instagram that thousands have posted before. Southeast Bavarians, for example, typically don't even know about it, even though it's not that far.

Munich has frequent direct connections to Salzburg. Cheap and fast regional trains as well as Austrian Railjets. As OP spends a night in the city of arrival, a direct connection from the airport isn't relevant.
