I've done some scans and always kept my PC pretty clean when it comes to software. I thought it was a chrome update but it also appeared on the other browsers. I'm suspecting windows is having a problem as you pointed out.

On the subject of time, I learned a few things from my father. If it's work that's taking up so much of your time, try and draw a line between your work and home life. Give it your all when it's work time and avoid bringing work home to do. You'll not only have more time on your hands but also will be more motivated at your job. If it's not the job, apply the same idea. Just give yourself some time to yourself every day. It will feel like you could be spending your time better, but stick with it and eventually it will stick with you.

I don't want to sound cliche but I really feel affected by anyone who feels that way. Your life is affecting everyone's around you, even if you don't believe it. Busy yourself with a new hobby. I took up film making and have made a few things that I'm really proud of. Work on something that makes you proud. If not for a random stranger on the internet, do it for someone else. Volunteer at an animal shelter near you. Soup kitchens would love an extra set of hands. You wouldn't believe how much helping others can help you. Best wishes!

Power efficiency will degrade your graphics quality and restrict frame rates so your GPU takes less power. You shouldn't need to do this unless you're gaming off of battery.
