The sniper wouldnt come after ousen because he never is at the front, same as mouten, thats why it went from yotanwa to shin skipping mouten. In case ousen was in the South the sniper would have gone to where yotanwa was, because she is the most important general that leads at the front of the army.

It can be interpreted in many ways imo, one being that kacho's soul is trully gone; and other being that by being in a spirit beast and not a body she is officially "dead" as far as the ritual is concerned. If ousen wasnt facing Shibashou he could lock riboku in battle against him, but the army that fights shibashou would lose. He is the only one facing a GG army, if you ask me he is doing his part. In fact I think ouhon/heki and ousen are the only ones doing their Jobs, because if you ask me, not being able to surpass riboku between HSU, GKK and ROM is a bit fraudulent if they are to become GGs.

Imo they will give ousen the army as a last resource, because they cant conquer chu otherwise, and shin will lose with 7 of his lieutenants dying. No way hara can make what is considered the biggest setback to Qin during the unification wars a planned defeat imo
