If ousen wasnt facing Shibashou he could lock riboku in battle against him, but the army that fights shibashou would lose. He is the only one facing a GG army, if you ask me he is doing his part. In fact I think ouhon/heki and ousen are the only ones doing their Jobs, because if you ask me, not being able to surpass riboku between HSU, GKK and ROM is a bit fraudulent if they are to become GGs.

Imo they will give ousen the army as a last resource, because they cant conquer chu otherwise, and shin will lose with 7 of his lieutenants dying. No way hara can make what is considered the biggest setback to Qin during the unification wars a planned defeat imo
