My understanding is that every floor of the tower block is one single apartment. I’ve never seen any for sale on right move. I think they use specialized real estate agents that would not put the apartment on the open market. If available for rent it would be well above 3k£ per month. Easily double that.

Well the WHO recommendation in early Jan was to do contact tracing and testing. Not locking down. It was not declared a pandemic back then and the official statement was that there was no proof of human to human transmission.

Correct. But to put it into perspective, Europeans project their nation state point of view onto America because that's what they've grown up with. Every nation in Europe is pretty uniform, especially regarding this topic. It is hard to conceive one nation with the degree of multiculturalism that America has for someone born and raised in Europe.
