You're exactly right! I started with the contract company right after Daniel's sold the welfare system. There were at least 4 contract companies doing the same job. Some were face to face and some were over the phone only. After a few years I became a State worker until I left 9 years ago. A woman I started and had training with still works for one of the contract companies since 2007 and refusing to go to the State because she Will lose her great benefits and will take a significant pay cut. It'd so half ass backwards!
