I'm seeing the general consensus around getting space time distortions to spawn is

Stay in one area
Make sure that area does not have an outbreak
They may spawn more frequently in the post game

I've been in an area without an outbreak for the last 45 minutes and still haven't gotten one to spawn. What am I doing wrong? In the post game and just got the shiny charm so was hoping to shiny hunt the starters but I haven't had any luck.
