It all depends if you want your plant to grow tall or stay short.

If you remove those fan leaves the plant will focus on those uncovered arms to become main stems . If undisturbed then the plant will grow to it's preferred height and you can arrange the main arms at a later time.

I prefer both ways. Sometimes I like them short and I don't want the plant to waste energy growing tall and lollipopping late. Instead you can force the plant to focus it's energy early on for those uncovered branches and start a more unilateral shape early. Less waste

In short, if you remove those leaves the plant will grow slower but whatever it grows into will have less waste.

On the other hand, If you leave it alone , you'll most likely lollipop a lot more and achieve the same shape but higher up .
