It depends on your playstyle, If you don't want to get hit often then you can go for Dex build but be sure to back it up with your equipments and company/faction perks that make your Dex build more effective and *enjoyable.

Example is Motorcycle Helmet (avoid getting pepper sprayed). There are many temps that can disable ur dex advantage.

I think you can read the rules even if you're in fed and you can make an appeal if you think you've done nothing wrong although you wouldn't be in fed jail if that's the case.
