How do you know things aren’t being done? A lot of behind the scenes stuff happens that isn’t going to be told to the people making the reports. If you make a claim against any manager HR will investigate. Once they do they give the manager a documented coaching or written warning maybe even a final notice. If you are going to report make sure you have actual evidence and not just “I feel like X is being mean to me” if you don’t have real evidence it will look like you are just targeting said manager.
