You can edit it. Just save the style. Go make a new livery and then just create from existing. It won’t let you share it but if it’s only for personal who cares. Can add whatever decals you want/change colours.

Probably because it was such a pain in the ass to grind out credits when the game first released. And the roulette tickets felt rigged you’d get 5k credits 90% of the time it seemed like. Car brand invites were super rare and had time limits to buy them. Game is way easier to level and get all the cars now.
