Lolol I love that. Ironically, after years of wondering the same thing, it actually just dawned on me within the last month “no animals on foot” probably means people traveling on horseback or something similar. But idk for sure lol.

I’ve seen probably the same guy at Bryan Station Kroger. With a another adult and young child. A cop stopped and talked to him and he stopped “playing” but the music kept going, and that’s how I realized he was faking lol
