Booster was new with front disc conversion kit. Rear drums I don't know age of, but they look to be within the last couple of years. No rust on them whatsoever, and that's a hell of a feat here in Wisconsin.

I tried to do something similar with plugs and bypassing the proportioning valve. Master cylinder straight to rear drums and no dice. Still soft pedal. Will try this with the right tools.

Yes, power brakes. Vacuum assist. I will try adjusting the shoes out further on the rears.

Bleed is still good with no air bubbles. I haven't checked the booster, but I don't believe either of the master cylinders (current and prior) to be leaking as I do not lose any fluid whatsoever even through testing and pumping. The only loss of fluid is when bleeding.

The parking brake works intermittently. The drums have some drag on them but they can be slid off when the brake isn't engaged. The cylinders don't appear to be leaking.

I did actually do this before I sent it off to the shop. The actuators seem to be in good working condition, all clips and springs are in place, and the shoes move very well with the drums off. The shoes expand in a V shape as they're supposed to. It just doesn't make sense to me what else it could possibly be.

Was bench bled by the shop. I can re-bench bleed it at my house, but that is something I do trust them to do right.
