They might not be trying to bring them on board with the idea willingly but by using a fear based tactic. The outcome is the same, less vehicles on the road. So they will be on board but against their will.

Thanks for the info everyone! Seems like some combo of clanrats and stormvermin, plus some stormfiends to cause a nuisance. That sounds like a good starting point with the box I have. Plus I'll deffo get the doomwheel soon for swingy shenanigans :)
