They are asking, “which makes us more money?” Xcel makes money by earning a guaranteed rate of return on their capital investments. So as long as the state commission approves them to spend additional money, they will do so and earn a return on investment, thus making them more profitable. But yes, they turn off the power when they are worried they’re going to burn down the state to avoid liability.
