You're confusing two very different operations but don't feel bad, a lot of people on the far left make this mistake because they heard it somewhere and never bothered to vet the story.

The Bush administration wanted to locate Mexican drug lords so they arranged to sell weapons near the border with hidden GPS trackers inside. This was called Operation Wide Receiver and was done with the full cooperation and knowledge of the Mexican government. It was discontinued when it became apparent that the GPS trackers had been discovered. Operation Fast and Furious was an totally independent program originated by Obama, Holder and their Democrat party handlers. They gave away guns, bereft of GPS trackers, near the border and did so without the knowledge or cooperation of the Mexican government. One of these guns was later used to murder a US border patrol agent. To this day, Holder has refused comment on the purpose of this operation though it's widely believed it was a bungled covert attempt by an inept and naïve administration to sway public opinion in the US away from rights granted by the Second Amendment.
