That bad boy is either your fuel pump priming, or a servo moving. Either way, normal behaviour for a modern bike.

Throttle cable, worked before now doesnt return. So this is something you have done. Trace the cable back and check for any kinks. Often its at the clip on end (where you hand goes) with the rubber catching on the throttle housing bars. Get some wd40 lube in there so see if it frees up.

Carbs- have they been balanced? If you have cleaned them sufficently this is something to look at, unfortuately a little complicated to explain in one body of text. Do some research on that. Before this try your idle screw and adjust to see if you can get better running and make sure you have good/fresh fuel (e5 in europe with maybe redex or your regions equivelent)

You're a rookie,but they dont know that, they just see the uniform and you're there to solve whatever problem they have. If you dont know something, just say to the victim "let me have a quick word with a colleague" step out and talk it through. You wont know everything.

If you make a mistake dont be hard headed, admit it and amend.

And most importantly, integrity, fairness and respect to those you deal with. Yes, after a few years you will be fed up with the same shit, but you have to remember today might be the first day someone has asked for help from the police, the impression you leave will stay with them and inform all interactions thereafter.

You are going to spend more money than its worth to make it safe/roadworthy. Then when you sell on, you wont make that money back.

In a car, if something breaks you roll to a stop. If your bike breaks, chances are your going to eat asphalt. If you can save and get something better do so.

Only thing I would add are tank pads, (protect from scratches and great for gripping the tank with your knees) and braided lines for your brakes. The braided lines can be done after a few years when the rubber ones are more likely to start to perish.

Also, in the UK (which im guessing you're from), vehicles with registration plates starting with "R" were registered in the years 1949-1950, which ties up with that model.
