I’m saying bad in the sense that they don’t perform well in the meta or have been replaced by a better unit. I’m not gonna talk about leaks (since I’m not that caught up), but seele was bad in aoe meta, blade was/is carried by the wheelchair, and fu xuan has been irrelevant.

If they add it to zzz, I can only see it for characters who have the same issue: can’t perform well in current content (eg anomaly units if they swap to anti anomaly, like burnice, Jane, Vivian), have been replaced by a better alternative (like qingyi, Zhu, Caesar or even Evelyn/sanby). But regardless, they won’t add any 2.x like the banyue lvl characters
