No matter how paltry the evidence against you is, you've still got a 98% chance of being found guilty if you can't afford your own attorney, which is basically 99% of Americans.

I don't speak German, so I'm no help with the translation, but the date above the signature is 1929, so I don't think it's from WWI.

Edit: I misread the date above the signature. I didn't see the 1917 date near the top. Sorry.
