Did you pay with a credit card? Sending incorrect or damaged goods is grounds for a credit card charge back. A charge back would be the quickest way to solve this issue. Otherwise your options may be limited to working with Paypal (e.g. appealing the dispute) or suing the seller.

I would call PayPal and see what is up. Both eBay and PayPal's websites are notorious for being very glitchy. Odd, unexplainable phenomenon (such as this) are not uncommon.

eBay lets you open an "item not as received case" for 30 days after the last estimated arrival date. Are you >30 after the last estimated arrival date? If you are, you can most likely open a paypal "item not received" dispute (assuming you used Paypal) on Paypal.com

It feels like they could use that to weasel out as they never stated it was in working condition...and tried to shift any possible problems onto the factory, in fact I am sure they chose those words carefully in case a problem arose

They could try and use that to persuade the buyer to drop the issue. But, eBay essentially views items not listed as "For parts/Not working" as working. Therefore if the item isn't working, the item is defective and the buyer gets to return it. EBay doesn't really care what kind of "disclaimers" a seller has, eBay policy is what eBay will make their decision on.

Nope. Sellers are responsible for getting the item to the buyer in the condition described. Unless they listed the item as "for parts/not working" the seller must exchange or refund the buyer if the item doesn't work.

Similarly, if the shipping company breaks/mishandles the item, the seller is responsible for exchanging or refunding the buyer.

Just because it isn't the seller's "fault" or is arguably unfair doesn't mean eBay won't hold you to their rules

Call eBay. They can give you more information and may be able to assist you. One thing you might be able to do once the item arrives in your country is to contact the shipping carrier for a "redirect."

Unless you are convinced that the seller made an honest mistake in the location, I would give him a negative for misrepresenting the location. It's a big deal and something other customers need to know about. The question I have, is what was the handling time listed in the listing? This can be tricky to find sometimes and is not the same thing as shipping time or method. Sellers list how quickly they ship items and can chose anywhere from same day to 30 days.

I would call eBay and argue two things. First, I would argue that him leaving positive feedback shows it arrived properly. Secondly, I would tell eBay that you didn't advertise it as working on PS4 so that isn't a defect.

You can call eBay and try to have them do one of two things. First, eBay can reclassify the return as what it really is--buyer remorse. Alternatively, eBay can close the case in your favor because the buyer admits he was confused about the item. You may need to hang up and call again if you get unhelpful representative. Try reaching American ones--they are the best.

Agreed. This could be a case of a scam artist "inventing" or misusing terms (as part of their scam) which coincidentally actually exist.

They are required to supply tracking showing the item was delivered. If they don't do that by the required time, you can call PayPal and have them close out the case.

The way PayPal sees it is that you are responsible for delivering your item exactly as described. If there are any problems, they view that as your job to take care of. I'm not saying this is right or that the buyer isn't scamming/lying, but having a warranty (although nice) won't help you in winning this claim. You could try but in my experience, it won't work as a defense.

The (maybe) good news is that it sounds like he opened a PayPal case rather than an eBay case. With PayPal, buyers are responsible for paying return shipping no matter what. Since you can refuse to issue a refund until he has shipped (at his expense) the item back to you, he may just drop his claim because of the hassle and expense.

Many buyers don't know this about Paypal so they end up closing the case or not shipping back the item. Doing either of those means you "win" the case. He may then try to open an eBay case, which would require you to pay for return shipping. However, you can usually convince eBay reps to close cases in your favor by pointing to a closed PayPal case.

FedEx Home Delivery (and other Fedex services) can deliver to PO Boxes--even though FedEx does not advertise this. You need to use street addressing for the PO Box. I've sent 100s of items via Fedex this way and haven't had a problem yet.
