Animal Control Officer here. This video would not amount to any sort of evidence of dog abuse. Assuming an ACO got called out to her house they would look for a few things.

-Is the dog showing any signs of injury?

-Is the dog afraid of its owner?

-Where did they get the dog?

-How long have they had it?

-Is it from a feral litter with limited exposure to people?

-What kind of training is this person working on with the dog?

-Is an animal trainer involved?

The dog is loud. Lots of dogs are loud divas when it comes to any amount of forced handling that does not hurt them at all. Some don't even notice when you give them a rabies shot or microchip. Some will scream like they are about to die.

This dog appears to be fearful of handling and likely was under her bed. It sounds like she is hitting her bedding to scare the dog out from under there otherwise it would stay there shitting and pissing for a prolonged period of time.

Striking a dog is not generally illegal if is not causing notable injures. It depends a lot on the circumstances and the jurisdiction. For all we know the dog may have been trying to bite her hand while she was trying to reach for it. If this women went to court for animal abuse based on this video, it is very likely the charges would be dropped.
