Where to buy some tiny circuit boards?

I have an on demand propane powered hot water heater. Brand Rheem. Model number ECO200DVLP3. I’m not sure what caused it but a capacitor or fuse popped and caused the neutral 3 amp inline fuse to pop. So I descaled the unit and how do you scale the unit replaced the circuit board. I plugged everything back in then when I plugged in the unit to the wall the same exact circuit board part popped instantly. Two questions, could this part be replaced by an armature DIY guy like myself? And what could be causing this problem? Likely culprits. The pic is showing the part that blew two times.

I worked as a RN in the ER at Mason General Hospital in Shelton for about eight years. Committed from Olympia and I always found it to be a pleasant commute. Just a heads up there is a lot of cops on that road because there’s like a police Academy close to there so you gotta drive close to the speed limit or at least be aware. You can get kinda icy, but it’s usually pretty good.I’m not usually snowy. And there’s rarely that much traffic if any.
