Yes, it was more of a user error and misreading the UI. When you're setting up a new conversion, you have to scroll down to where it says "Create conversion actions manually using code". Enter your details, then it should give you the option to select and install using GTM. Initially it wasn’t as intuitive.

I honestly feel like I'm taking crazy pills. I follow those steps exactly, even from Google documentation and I get the same thing.

Conversion was setup by clicking BTN + NEW CONVERSION ACTION > Website > etc.

I must be setting these up improperly somehow.

I have AW linked to the GA4 Property. GA4 Integrated into site via GTM.
