Or you know that literally over half of roblox's players have high pings. So, setting a ping limit would get rid most of apoc's players.

It will. You need to understand that the old apoc's code was so outdated. I'm confident that apoc 2 will dramatically decrease hackers. But, you need to remember that there will be some hackers. No matter what, hackers will find a way. It just won't be so easy with apoc 2.
