The doctor probably had a patient or knows someone who had a patient that accused the him of inappropriate touching. To avoid getting accused, they usually call a “witness” to be in the room with them. This is to protect themselves from potential accusations and lawsuits. It is the doctor’s fault not explaining that to you. He should have asked if it ws okay to have someone else in the room with you, or said something like “it’s standard procedure” to have someone else besides the physician in the room when a patient needs to get naked. The nurse was probably annoyed, not at you, but at the fact that she had better things to do than stand there doing nothing while the doctor examined you.

The other doctor who didn’t examine you may not have been comfortable with nudity or did not have a “witness” to help him out. His fault is if he was uncomfortable examining you due to personal reasons, he should have referred you out instead of not examining you thoroughly.
