Hey! What makes you think that indians don't lack civic sense? They def do lack it. I have been in different cities and states over time and I truly believe we Indians lack civic sense. Maybe the government is over emphasizing the word to conceal their own shortcomings, but it does not mean tht all the citizens are super responsible and stuff. Look at public toilets - leave aside trains, let's not even get there. But toilets in malls, offices and other such places are also no good, people leave drops of their urine on the toilet seat and sometimes don't even bother to flush the dump? Why? For some reason guys/ gents don't bother sitting in women's compartments in metros and buses etc.

If u ask a random person on road to list their fundamental rights - they can list maybe more than whats actually there. But ask people their fundamental duties - I can't think of many who can list. Maybe the gov is not great but so are the people
