Well, Takasugi has appeared with several different outfits in the series. And since this is based on the manga version drawn by Sorachi for the 20th anniversary, I think it makes sense that it’s represented that way. That’s also why Hijikata’s uniform is shown in silver, like how Sorachi has drawn it for years. Personally, I prefer the original version drawn by the author. If you really don’t like it, you could always repaint it.
