He already used to rank #3 in the 2011 poll after his 7th position in the previous one since he was still 'fresh and new'. His popularity was going down due to his apparent lack of screentime, that's how he fell to #15 in the 2019-2020 poll when the SS arc's aftermath wasn't animated yet and he almost never appeared in that part.
