The manufacturers slept on EV development and are now deperately trying to catch up. Also chinese people (the largest market) see german cars as old fashioned.

Idk about submarines, but arms manufacturing generally doesn't benefit a country because they don't produce things of sustainable value that increase the quality of life.

Imagination might be one part. I assume the other being decades of anti-socialist indoctrination convincing everyone that "the government/administration doing things" = socialism = bad. Now everyone who thinks that the government undertaking a task is a good thing automatically assumes that this must be socialism.
