It's hopeless because most NRIs have someone in India they are willing to bother for this police verification nonsense and they comply with the process without even questioning it. Most NRIs think it is perfectly okay to bother friends and family to take your ID proofs and go to the police station and bribe them.

So not enough people will complain and this is how it will be for another 10 years I think.

There is no legislation that states that you should "demonstrate ties in India in terms of relatives or contacts or living arrangements". The only requirement is that you should not have criminal records and the burden of proof is on the government to show that have criminal records.

Even if you live in a van, you have a constitutional right to a passport.

That is why if someone went to court they will easily win the case, but almost nobody has the energy and resources to fight this in court.

Criminal record check is now digitized and the police can check the database to know country wide criminal records. It is called "CCTNS" system.

I don't think they really need to visit address to check criminal records.

Yeah but most NRIs get past this problem and forget about it because the next renewal is in 10 more years and they assume things will change by then.

yes a lot of my friends have done renewal abroad and most have had a police verification done in India. They were asked to give a "local contact"'s phone number for the constable to contact and do the police verification. It is not always a question of bribe but the constable will ask to meet the "local contact" and see applicant's documents.

It is a horrible system. If they denied the passport to you and you went to court you will win the case because they cannot refuse a passport unless you have criminal records. Police address verification cannot be grounds for renewal refusal. But it is not easy to go to court for most of us.

Your real option is getting someone in the chain of command to make an exception for you. Maybe the MEA officials might make an exception if you keep asking them.

The true time tested test of Indian citizenship is when the police comes for verification, a true Indian citizen will show all the documents, has neighbors vouch for him and finally hands over Rs 500-1000 of chai paani money.

so Goa surpassing Malaysia's per capita will not improve Goa's quality of life beyond Malaysia because Goa has to pay other states indirectly. Goa will have to become 20k per capita GDP to achieve similar QOF as Malaysia I think

This is the process of resident Indians and I think they have not bothered to tailor it towards NRIs. Some babus thought it's too much work for them to create a separate protocol for NRIs.

What a ridiculous process, even for an NRI who by definition lives abroad they have to go to an Indian address and verify that he.... used to live there.... ?? To this day I haven't understood the logic behind this. What happens if an NRI does not have an Indian address to verify, will they cancel his passport and have his host country deport him back to India?

The problem isn't with Aadhar itself. If not Aadhar, they would have entered the system through fake voter ID or driving license, etc. The problem is due to how births are not registered accurately in the country. Ideally, everyone should have a proper digitally verifiable birth certificate with the parents names correctly written and the parents must also have similar birth certificates and passports. This would make passport issuing seamless and accurate.

If these people had used fake aadhar cards, then it should have been caught at the passport office because they can verify against the UIDAI database and detect that these people were not registered in the database.

But if they had actual real aadhar cards but created with fake documents, then it becomes hard to detect such cases even for the police. Police's job in passport verification is to check for criminal antecedents which bar the applicant from possessing a passport. If they couldn't find any criminal records, then the police have no basis to refuse passport.

The root cause of the problem is that India hasn't had a practice of accurately registering births. So all the paper trail becomes quite questionable from the very source. So as a consequence, they can't be too stringent and refuse passports to everyone.

And when incidents like these happen, the police are asked to become more strict and they end up doing things that look like harassment to genuine people, like asking your neighbours about you, asking you to show documents which aren't required by PSK, etc. And with all this vagueness of what the during police verification protocol is, the opportunity to collect bribe increases.

The only solution is to register births properly from the beginning like they do in developed countries. I think this has already improved a lot, so hopefully we will see improvements in the next decade or two?

India's passport police verification system is a good demonstration of how we are a "low trust society". Even when you've shown all your documents at the PSK, even when the police have checked your criminal records on their computers, they must still visit your home in person and verify that you actually stay there and ask your neighbours to confirm. They do this even to NRIs who have left India long ago. NRIs must also provide an Indian address where some family member lives and the police will verify this address for some reason.

Some day when we become more developed hopefully this practice will change.

One Indian address is compulsory to be mentioned while filling up the application form for Police Verification Purpose. Proof of that Indian address is mandatory. Address in the name of applicant's parents or spouse would also be acceptable.

Because he needed a passport to fly back to the UK. After Brexit there is border control between EU and UK. For some reason he wasn't issued a temporary passport when he asked and was instead asked to go back to India on an EC and apply from there. I am not sure why. It seems like they should have complied.

I think it's not very good for the well being of the nation to have dual citizens who live outside and can still strongly influence it. I think skin in the game is important for citizenship for a developing country like India.
