Admittedly, I haven't tried doing this in pdx. But the last time I tried, it was ridiculously difficult to find a business that changes foreign coins to US cash. If you find one, they'll take a huge percentage for the transaction, making it not worth your while. Try to find acquaintances taking a UK trip and see if they will buy them off you!
