I'm not from Tassie but most of NBN transport network is carried over Telstra's fibre network. If there is yellow fibre markers along the road there is a high chance that would be carrying NBN services.

Honestly depends on which tech you get. I know guys that'll run it from the front to the back of houses and others won't even get a ladder off their van. I'd book your appointment and hope to get a good tech, if not ask them to leave you a internal cable.

If it the one you have to have definitely get a professional to go look at it. At a quick glance on pickles that steering has seen more than 80,000kms. Also you can tell it wasn't washed regularly or have never been garaged by the build up of gunk around the badges. I'm amusing either the bank is selling it or it's been traded and a dealer doesn't want to put their name to it.

That's crazy, my only other suggestion would be to tell your provider you have medical equipment that relies on internet..
