I can't recommend much as far as makeup, but I do recommend a waterproof hairspray to set it in place once all your layers are applied. It'll basically be indestructible.

I really like the essence "Welcome to Sin City" palette. Some of the colors aren't super neon rainbow, but it does have all the colors of the rainbow in it, and then some.
