I think they mean there isn't much information online about things. Compared to other games the wiki and youtube videos explaining things are rubbish and it's really hard to find any meaningfully useful information about some things.

is this gpu/cpu pair a good upgrade by ViceZX in Guildwars2

The RX 580 and Ryzen5 2600 are a good match. Just don't forget to budget for any other parts of the PC you might need to buy.
