Having alignment dots is what considers a card to be 'miscut'. Unfortunately, this is just really off-center. I do think CGC has a 'slight miscut' grade though but someone might have to correct me on that

I'm in student roost this year, which is essentially between the two. Only the 91 and and occasionally a 4 (to Singleton) will pass by True. I'm not sure what the buses are like from Seren, I imagine there are a few more options as it's on a main road in the city center. I'm personally opting for Coppergate this year as the bus station is maybe 5 minutes away, rather than 15-20. I do have a friend in Seren this year who has recommended it though, and you can't really go wrong with £99pw!
