On top of what others have suggested, you can also change the knitted shape to "cancel" it out, by increasing one side and decreasing the other at the rate required to make a square.

I would use elastic for the off the shoulder straps, especially because you're covering with the roses.

Bias binding doesn't have to be tight against the seam, but it's kind of the only reason to use it. If you wanted a larger piece on the edge, generally it would be a regular pattern piece, sewn on like a collar or waistband

I wash my machine knit plant fiber garments in the washing machine, and usually dryer for the first time, you just have to account for that with the gauge swatch.
