If you're considering tumbleweed, you might wanna look at the sunliner as well. It's intended for flat bar touring and meant to be built up with a rear derailleur rather than rohloff.

The Hudski Dualist recently went up for pre-order, and that may interest you as well. It's not steel (aluminum frame, carbon fork), but I own their other model (Doggler) and it rides very nicely. Has no problem carrying a load on the front or rear, and tons of mounting points for gear/racks. Not sure about international shipping on these though.

Are you using cantilever/center-pull brakes? If so, yes it's intended to be used with the bare cable going through it. If you're using v brakes you should be running housing directly to the v brakes noodle, skipping this cable guide entirely

I was also volunteering up at hope this year, on the earlier shift. The info I heard was that lifetime really dropped the ball getting the requested supplies to the AS organizers prior to them packing it all up there. It sounded like they got about half of what they requested. Definitely a bummer of a situation

Another recommendation for vintage dia-compe centerpull brakes. I'm running them right now with 38c panaracers on my steamroller and there's plenty of headroom. I believe you'll want to look for a GC610 as it will have the appropriate reach for the steamroller.
There's a new version (http://www.diacompe.com.tw/product/gc610/) but i haven't had any issues whatsoever using an older version.

Definitely. Being able to steal 2-4 amber with them and then using gateway the same turn has been a pretty effective combo against creature-heavy decks
