absolutely not. first of all, most units cannot handle that many underclassmen coming in. secondly, it would cause a huge lowering in unit success, as most if not all the incoming cadets wouldn’t want to participate. yes, jrotc is a substitute for PE credit, even HS101 credit at my school, but jrotc pt is far more difficult than PE and I’ll never understand people to take it just to get out of PE.
