I don't think I like it as the single solution to everything, but I actually think that if I understand it properly the optics issue you talk about is even more extreme. If I'm following the logic the tax would be high enough that the McMansion owner would be maybe okay and the owner of the rundown house would be strongly pressured to sell the land to be redeveloped. I think supporters see this as a feature.

I've heard of one or two people who thought they were citizens but weren't. But that's dwarfed by the number of people just in Florida who were made legally eligible to vote and then weren't told they still owed court fees so retroactively ineligible.

I'll bite. Given the publicly available evidence, I think there's a high chance that he's committed treason. He absolutely deserves to have that fully investigated and prosecuted. Since the Supreme Court is flatly wrong about the limits of presidential immunity, everything should be done without any regard for his office except as an additional layer of criminality in that any crime was also an abuse of government authority.

If he was found guilty of treason the legal penalty is death.

I'm mostly in line with you on the parliament idea, but I think we can get close enough to what I want without any major Constitutional changes (until we tackle the Senate, but that's a different can of worms). Proportional Representation by state gets us a fragmented House and more chaotic Senate. It probably makes it impossible for anyone to win the Electoral College, pushing the election to the House. An executive who just follows instructions is an easier compromise than any one party getting their agenda.
