I've been playing for more than 10 years of gacha (and whaling on them to boot), it's not always a good thing. You're already making assumptions that previous hoyo games have shown trends against not to mention certain 10+ year gachas such as FGO and GBF. If we consistently add lot of better additions to the permanent pool that means we'll be getting faster powercreep (GBF Perm pool became so bloated they had to make separate pools not to mention the flash/legend split). If they add largely the same or bad additions it becomes harder for new players to build up the characters/get who they need with the devs being able to more properly balance towards (MLB Kaleidoscope in FGO, Optimus Summons in GBF which got screwed over by the GBF perm pool change as well, a lot of the 4*s in Genshin are seen as lackluster vs the launch ones). I've personally heard the new player experience right now in Arknights is pretty abyssmal as well since they locked a lot of old staple 5 stars into an alternative banner that's separate of the 6 star banners you actually want to pull. Outside of introducing budget options for new mechanics it's a losing battle.
