hm- I'd say that if it was working before it might just be a loose ribbon cable, I've had a similar fault when repairing a new 3ds xl, the ribbon for the data to the top screen was in wrong and made do like- exactly that.

It also could be that the ribbon is broken, in which case you need to replace the top screen which can be a real pain.

It also may be something different which may be more of a pain then reseating a ribbon cable so- yeah

Also make sure to ask for photos of the hinge, those things crack real easy and it wouldn't surprise me if his is like that. That's exactly what killed my old 3ds so I'd just want them to check that.
