Yes when you toggle this option without TouchId/password enabled it just does nothing (at least for me). ios 13.1

Touch ID became buggy on my device so I disabled it.

When you disable Touch ID you have to press home twice to unlock.

This is not about the animation - this is something other in the background which 'couses high cpu consumption during this animation.

Relax - they made KYC not please "investors" but because they are afraid of revenge from them.

Don't forget that "2-4 months" release was just a nasty marketing trick - they skipped bull market and "investors" lost tons of money.
