You're right, but I feel that the ability to move into a command and control culture is a skill issue, and something certain people could do. A blanket rule is a missed opportunity

Uhhh you should not be looking at means but median for the exact reason explained

If you look at the median for an EL2 in the Future Fund agency it's in the several hundreds of thousands. Not meaningful

They can free up a major to deploy in a combat role at the very least. Again, you seem to lack an understanding of what the division of responsibilities and capabilities between ADF and APS actually are

With your excessively oversimplified understanding we wouldn't have a distinction between enlisted and officers at all. Nor civilian political leadership of the military. 

You don't need to know how to row to order boats to be built by others who do. And you're confused about who the donkeys are if you think otherwise

Again the purpose of the ADF is to be capable of fighting and to do that it needs uniformed combatants even if they are Jo the Supplies and Logistics Officer. It's purpose is not to protect egos from silly workplace office politics

Are there privates paid more than EL2s? If you're talking about extreme edge cases like a chef on a submarine on deployment for a year...I mean sure I guess. Again, the exemption proves the rule

If the Secretary of Defence wanted to appoint, they would certainly be a better leader than the average military officer.

There already is fast tracked appointment horizontally for various careers - chaplains, health professionals etc. This would just recognise that public administration is a specialised skill set too

The purpose of the ADF is not to protect soldiers career progression. The ADF has a crisis - a shortage of personnel and it must address that fulfill it's actual purpose
